Buying used baby gear is risky even if it's been used for a few months. It's because, unlike brand pushchairsandprams new items, secondhand products aren't required to be registered with the Consumer Product Safety Commission. This means that there's no way to know whether a product is affected by recalls, which can occur due to any reason, ranging from design flaws, to manufacturer's failure to conform to federal standards. This rule implements a mandatory standard for carriages and strollers as per section 104 of the Danny Keysar Child Product Safety Notification Act as amended by the Consumer Product Safety Improvement Act of 2008 (CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also defines requirements and testing procedures to reduce the risks that these products pose. CPSC staff worked closely alongside ASTM stakeholders to create this rule.
