If the shooter commits a standard foul, play passes to his opponent. The standard format is to alternate the break, but See Regulation 15, Subsequent Break Shots. A player also can win if their opponent performs certain fouls on the eight ball shots (see below under "The 8 Ball and Automatic Losses"). When a game has a three-foul rule, the referee should note to the players any second foul at the time that it occurs and also when the player who is on two fouls returns to the table. The referee shall answer players’ inquiries regarding objective data, such as whether a ball will be in the rack, whether a ball is behind the head string, what the count is, how many points are needed for a victory, if a player or his opponent is on a foul, what rule would apply if a certain shot is made, etc. When asked for a clarification of a rule, the referee will explain the applicable rule to the best of his ability, but any misstatement by the referee will not protect a player from enforcement of the actual rules. The referee will determine all matters of fact relating to the rules, maintain fair playing conditions, call fouls, and take other action as required by these rules.

For 6.14 Three Consecutive Fouls, the penalty is loss of the current rack. After the break, the Ball Rack Template must be removed by the referee from the table as soon as possible without disturbing any of the balls. The referee will replace the balls to their original position as accurately as possible. In relation to the timing of an application for sanctioning for Championships or Tournaments due to commence before 1 July 2026, the time requirements shall be dealt with by the WPA on a case by case basis but applications should be made as soon as possible. In any case a position of balls needs to be amended it is solely the referee’s duty and responsibility to perform this task. A deposit of $100 from the protestor is required for such an appeal and it will be forfeited in case of an adverse final decision. This is a decision to make on every shot.

The shooter, after the break at any time may call "safety" which permits him to make contact with the legal object ball without pocketing a ball and end his inning. He may consult one or both players on that, however, the particular player’s opinion is not binding and his judgment can be amended. If a referee is not present and there are balls obstructing the removal of the Ball Rack Template, the opponent must be the one to remove the Ball Rack Template. There was a simple border, and a green cloth was on the table. Obvious shots do not need to be declared, however, bank and combination shots are not considered obvious and must always be called out. The player who wins the lag chooses who will break the first rack. If a stalemate occurs the original breaker of the rack will break again. Play will also be suspended when a call or ruling is being disputed. Scoring depends on the game being played. The cue ball is white, while object balls come in different colors and numbers, what is billiards depending on the game being played. On all shots the cue ball will travel this path unless it is shot with follow or draw. Aiming involves aligning the cue ball’s path with the desired pocket. You also have to ensure that the cue ball will not interfere with the object ball’s path after impact when you’re planning your bank shot. Play passes to the other player at the end of a safety shot. The referee will suspend play when conditions do not permit fair play.
