World of Warcraft Upgrades and Item Upgrading

Upgrades can increase the value of weapons, armors and rings. Upgrades also increase bonuses such as crit chance and PvE Damage.

For instance a weapon that has the upgrade template ending in % will gain an attack damage of 3% each time it upgrades (relative to its previous value).

The cost of upgrading an item is determined by the item level upgrade's level. The cost increases as the level of the item increases.

Components

Upgrade components are items that can be put into armor, weapons, and trinkets to provide an extra stat boost or impact while they're being used. They can be obtained by crafting, purchasing from vendors trading, or looting. Certain upgrades come with special cosmetic effects.

Upgrade components can only be applied to equipment that has a slot. The item must be at least upgraded to a blue level before the component can be applied. Upgrade components, unlike other mods, can only be applied only once. They cannot be replaced or applied multiple times. Infusions and enrichments are a kind of upgrade component that is used to upgrade non-amulet legendary or ascending equipment, as in some items that aren't ascended.
