WoW Upgrades - The Item Upgrader

Upgrades give you an increase in specific stats. Each upgrade increases item level Upgrade level by +3. A random substat is also added to every upgrade.

The more modernized gear generally has a greater value for trade regardless of whether it has low requirements (like the FB sorc's shield) or has a high stat variation (like the eth titan weapons). The latter see less value from upgrading due to the necessity to roll for a perfect model.
