'By allowing ballots to be counted that come in after election day with no postmark, they are allowing individuals to potentially vote after Election Day and after they are able to see early returns,' Hans von Spakovsky added.
'This will provide an incentive to political consultants, campaigns, fraudsters, and party activists to gather up unused absentee ballots so they can be completed and used to bolster the voter totals for losing candidates.'
