In other words, the Governments of France and Germany have heavily subsidized these cables, in order to provide that their communications with the United States shall be independent of any landing-place within the British Empire. To revert to our West African Colonies, the rates to these have been high. Since power cables are used in an active environment and transfer a high amount of energy, they call for excellent sheathing.
